Stakeholders Rally Behind Tacloban’s Comprehensive Flood Control Masterplan (CFCMP) Roadmap

Event Summary:

Following the successful Flood Control and Mitigation Forum on March 7, PH Haiyan Advocacy Inc., together with its partners from academia, civil society, and the private sector, submitted a stakeholder letter on March 24, 2025 addressed to Mayor Alfred S. Romualdez. The letter outlined a community-supported roadmap for the urgent formulation of a Comprehensive Flood Control Master Plan (CFCMP) for Tacloban City.

The roadmap was designed to ensure that the planning process is inclusive, evidence-based, and resilient-focused—drawing from both local experience and national best practices.

On April 15, 2025, a initial meeting was convened at the City Government level. While Mayor Romualdez was unable to attend, city department heads, including representatives from the City Planning and Development Office (CPDO) and City Engineer’s Office (CEO), engaged with stakeholders present.

Key outcomes of the April 15 meeting included:

  • ✅ Agreement to issue an Executive Order (EO) creating a Technical Working Group (TWG)
  • ✅ Scheduling of a second TWG meeting on April 30
  • ✅ Commitment to invite the DPWH as a primary technical partner
  • ✅ City LGU to furnish PH Haiyan a copy of its formal letter to DPWH

Despite challenges in coordination and attendance, the meeting reinforced the growing urgency for a clear, city-led strategy against worsening flood risks.

PH Haiyan Advocacy and its partners remain steadfast in their commitment to support the City Government through technical insights, civic participation, and continued advocacy, ensuring that Tacloban moves forward not just with plans, but with sustained action.
